ELIGIBILITY

NATURE OF THE
FINANCIAL ASSISTANCE

PARTICULARITIES

FONDS LOCAL D’INVESTISSEMENT (FLI)

-	Start-up companies, expanding businesses or strengthening enterprises.
-	Private enterprises and creditworthy social economy enterprises.

-	5,000$ to 125,000$ loan: guaranteed, equity and conventional loan.
-	Capital stock (on exception).
-	Long-term assets, working capital.

-	Must not be used to repay a loan.
-	Allowing for exceptions, the services and retailing enterprises are excluded.

SOLIDE

-	Profit-oriented enterprises only: start-up, expanding or strengthening.
*	The fun is managed by the Société locale d’investissement pour le développement de l’emploi (SOLIDE) for the MRC de La Jacques-Cartier.

-	5,000 $ to 50,000$ loan: guaranteed, equity and conventional loan.
-	Capital stock (on exception).
-	Long-term assets, working capital.

-	Must work in the primary, secondary and propulsive service industries.

SUBVENTION
« JEUNES PROMOTEURS »

-	Must be between 18 and 35 years old inclusively.
-	Starting of a first profit-oriented enterprise.
-	Capital funding of at least 50% of the subsidy.
-	Realization, creation of an enterprise and training.

-	Subsidy that can go up to 6,000$ for 1 promoter, 9,000$ for 2 promoters and more.
-	Maximum of 3,000$ by job created.

-	Must not be used to repay a loan.
-	Allowing for exceptions, the services and retailing enterprises are excluded.

SOUTIEN AU TRAVAIL AUTONOME

-	1^st component: help for the elaboration of a business plan and for relevance analysis.
-	2^nd component: help for the start-up of the enterprise.
-	Start-up profit-oriented enterprises.
-	Active employment insurance claimants, or those whose benefits ended during the last 36 months (60 for maternity or parental benefits), income security recipients.

-	Allowance to the participants paid by Emploi-Québec.
-	The promoters cannot pay themselves a wage at the same time.
-	Support the eligible individuals and help them realize an economically viable and profitable business plan.

-	Allowing for exceptions, the services and retailing enterprises are excluded.
-	The enterprise must not be working, but the purchase of an existing enterprise could be allowed under certain conditions.

SUBVENTION D’ÉCONOMIE SOCIALE

-	Be an incorporated non-profit organisation and fit the CLD’s definition of an economically viable social economy enterprise.

-	Maximum subsidy of 15,000$ by enterprise.
-	Must not be used to repay a loan or for the regular functioning.

-	Create long-term and quality jobs and generate autonomous incomes.

ENVELOPPE TOURISTIQUE JACQUES-CARTIER

-	Non-profit organization or private business combination working in tourism.
-	Project that contributes to dialogue, development and quality tourism promotion.

-	Loan and/or subsidy that doesn’t go over 50% of the allowable costs.

-	To favour the acknowledgement of La Jacques-Cartier.
-	To complete a value-added product.
-	To encourage the leverage effects and extend the tourist seasons.

General Criteria :
-The projects must contribute to the realization of the CLD’s local action plan, create or consolidate jobs and prove their financial viability in a non-saturated sector of the MRC de La Jacques-Cartier.
-Front end fees and annual monitoring fees can be applied and a follow-up action is obligatory.
-Training, experience or competences having a direct link with the project are also necessary. The project must be presented at least 30 days before a committee on investment is held.
-Invest a minimum of 20% of the project cost, commit to work full time in the enterprise, possess management concepts and present a complete business plan.
